Fedora has not ever updated the install CDs once the version is frozen.
There has been discussion on this recently and it was emphatically
stated they would not do so.
OTOH RHL 7.0 (not FC I know) _did_ get rebuilt.
I'd not say "never," but it would be a rare thing.
