Stating the obvious:  Have you checked that your network cable is fine?

The usual 10/100 Mb/s STP/UTP cabling has a pair for data in one
direction and another pair for data going in the other way.  It's
possible for a bad cable to be fine in transmission, but rotten in
reception, and vice versa.
