The color coding is specified in the ATA standard:

Annex A.1.2 80-conductor cable assembly using the 40-pin 
connector:
"The System Board connector shall have a blue
base and a black or blue retainer. The Device 0 Connector shall 
have a black base and a black retainer. The
Device 1 Connector shall have a gray base and a black or gray 
retainer."
