Big hm. Are you using the perchild mpm (which is not stable)? Else you
can't run a vhost with different User/Group than the main server.

With Fedora's defaults you will get something like this:

$ apachectl -t
Syntax error on line 6 of /etc/httpd/conf.d/vhosts/www.obsfuscated.net:
User cannot occur within <VirtualHost> section
