Indeed it is,
locate checkinstallrc
/usr/local/lib/checkinstall/checkinstallrc-dist
/usr/local/lib/checkinstall/checkinstallrc

whereis checkinstall
checkinstall: /usr/local/sbin/checkinstall /usr/local/lib/checkinstall

I guess it could be the way you installed and/or built checkinstall?
