You're in luck (maybe).  I have a new installation.  It was not hanging.
Then I installed webcore-fonts.  Now it hangs.

Sounds like it may be related to a problem I read about on the Mandriva
Cooker (equivalent to Rawhide) mailing list. The problem could be
upstream in or related to fc-cache. Look at

I'm not sure if this is believable or not. I don't have webcore-fonts installed, so that couldn't be it. I checked through .fonts and deleted a weird font I had downloaded, no effect. Then, upon watching KDE appear, it seemed that the first thing to appear after the "hang" was Klipper, so I looked in Klipper and deleted the history.
Now, there's no delay!
It may not have been the history itself per se, but perhaps something about how Klipper works that caused this after the update(?!),
