I'm not even sure that it's possible. If you installed a 2.4 kernel,
you'd need devfs instead of the current udev device node manager. You'd
also need to use an older glibc which supports 2.4-based kernels, and
downgrading glibc is almost always a Bad Idea(tm). Then you'd need the
older module-init-tools along with possibly an older initscripts,
mkinitrd, kudzu, etc. to support that. 

In fact, if you even could, I don't doubt that it'd be nothing more than
a Fedora Core 1 system in disguise. :-/
