I have two separate FC4 desktop PCs with different monitors. On one, the
screen power saving works fine at the login screen without those
ServerFlags defined in the xorg.conf.

On the other PC, somewhere around FC1 or the switchover from XFree to
Xorg, I started having problems with screen power saving at the login
screen. The login screen either would not blank at all or would become
distorted when trying to blank. I finally fixed it by explicitly putting those
ServerFlags into the xorg.conf on this machine.

I hope it also works for you.

Kenny
