We just wrote it but we did not publish the code. You need a mobile phone which is connected on com port to your computer(we just tried it on nokia). Then it runs on client server model. Server listens port 1500 and sends the sms messages. Alsoo keeps log file.For an idea there is a small daemon and shell code for the client model checking errors and sending the sms.If it is which you look for i will publish in my site.
