Instead of switching baseurl, I enabled failovermethod, like so:
[livna]
name=Livna for Fedora Core $releasever - $basearch - Base
baseurl=
 http://rpm.livna.org/fedora/$releasever/$basearch/RPMS.lvn
 http://livna.cat.pdx.edu/fedora/$releasever/$basearch/RPMS.lvn
 http://wftp.tu-chemnitz.de/pub/linux/livna/fedora/$releasever/$basearch/RPMS.lvn
 http://ftp-stud.fht-esslingen.de/pub/Mirrors/rpm.livna.org/fedora/$releasever/$basearch/RPMS.lvn
failovermethod=priority
enabled=1
gpgcheck=1
gpgkey=file:///etc/pki/rpm-gpg/RPM-GPG-KEY-livna

As for the kde.org repository, yes that was intentionally enabled
because there were some K* programs that I wanted to install. I don't
remember which at the moment.
