That was a packaging error and happened just for that specific kernel
update release.

FC3 does not offer kernel-devel RPMs. Please see the Fedora Core 3
release notes and how to handle the kernel SRC.RPM to get a full kernel
sources tree. It too was often discussed here on the list, so you'll
find many pointers in mail from the list archive.

I think everything that is in the "kernel-devel" package in FC4 (this also applies to kernel-devel-2.6.12-1.1372_FC3, which as Alexander said was a one-off packaging error) can be found in the regular "kernel" package in FC3. So if you're following instructions written for FC4 that say to install "kernel-devel", you'll already have the files you need in the "kernel" package and you don't need to install anything else.
