Have you tried changing the following lines in about:config

mousewheel.horizscroll.withnokey.action = 0;
mousewheel.horizscroll.withnokey.numlines = 1;
mousewheel.horizscroll.withnokey.sysnumlines = true;

These solved similar problems for me on my laptop
