You place the src.rpm in the directory /usr/src/redhat/SRPMS (this is not essential but makes things more organized). Then you process the file by running: rpm -ivh ...src.rpm which puts a spec file in : /usr/src/redhat/SPECS. Next you can run: rpmbuild -bb ...spec (i.e., the spec file). -bb is not the only option you can use.
