/var/spool/mail/ is the INBOX directory. And it is procmail storing the
mail there. So if you have a global or user specific procmailrc the new
incoming mail can be stored at a different place without first hitting
the incoming spool - typically a location inside the user's home. On the
other hand mail can be automatically moved by the mail storage server
(here dovecot) to a different location once the mail is read.

That line does not do anything special and is needless in your case.

To debug the situation check your maillog (maybe increase Sendmail's
log_level to 14) and check your procmailrc. If you haven't one then
create one with logging instructions, to see where procmail puts the
mail to.
