My question is: under Fedora Core 4, is using a configuration script called ifcfg-eth1:1 to associate a second ip address with eth1 still valid?

Yes it is valid. All you need to include in it are the device and ipaddr. Everything else is inherited from the ifcfg-eth1 settings.
DEVICE=eth1:1
IPADDR=a.b.c.d
