I have had and investigated both these phenomena for months, though not on 
your platform. I run FC4 in regular P4 boxes, two machines. 

The kicker crash on logout has been discussed widely on a couple of lists - 
far as I know, it's not resolved, but doesn't cause further problems.

"Admin mode" on KDE Control Center not functioning is in KDE's bugzilla - as 
far as I know, currently it too is not resolved - for this there is a 
workaround. In /etc/rc.d/rc.local enter the following lines followed by a 
return:

# Temporary workaround for dcop errors
rm -Rf /var/tmp/kdecache-*

This will have the effect of slightly extending the time of log-in operations, 
but should otherwise fix your Control Center problem, if it's the same issue.
