After I updated my Fedora Core 4 system the last time I can't get
up2date to work. When I attempt to start it as root nothing happens. If
I try to start it as a user I get the window to type the root password

this problem. If I try to reinstall the up2date rpm it says that it is
already instlalled.

Do you get this error message if you run up2date?
Could not set exec context to root:sysadm_r:rpm_t.
If you do it was an error in the selinux-policy-targeted update. The selinux-policy-targeted has been fixed and you will have to run up2date as root at a command prompt like it is listed below.
# /usr/sbin/up2date -u
Then you should be able to update the selinux-policy-targeted rpm with the fix.
