If what you quoted above is information you get back from the recipient mail system then nobody else than the mail administrator of that system can tell. Under that circumstance I find that much too less information for the sender and indicates the mail system user does not want mail like it is common to recieve. Other way around: spam fighting is legitimate and a necessity these days, but there are certainly some misconfigured as overacting mail systems around. My wild guess is that hotmail.com senders are blocked entirely? At least a dial-up RBL is in use and rejects sending attempts from those known / listed IP blocks. And I too do not like adds to the list mail text which load further stuff from some outside source.
