I know it's not Free, but there's Main Actor. On the Freee/GPL side there's Cinelerra (not sure on the spelling). They did Broadcast 2000. Editing and reencoding an MPEG-2 stream will probably get to be looking ugly, unless you can just edit out the Group of Pictures. Try searching Google.
