Well, I've written an extensive article on Power Management in GNU/Linux for the MyOSS Magazine (http://mag.my-opensource.org) I think it was in the 2nd Edition. Perhaps of interest is also SOftware Suspend 2 (Edition 1) as well as the newest kid on the block gnome-power-manager (Edition 4) which is unfortunately gnome-specific.
