Does carroll.cac.psu.edu have a firewall on it?  If you type:

	telnet carroll.cac.psu.edu 873

Do you get something similar to the following:

	Connected to carroll.cac.psu.edu (xxx.xxx.xxx.xxx).
	Escape character is '^]'.
	@RSYNCD: 28
