cups printer problem, always have stop stated

I have FC1, with hpoj-0.91, running kernel 2.4.22-1.2199.nptl
using printer hp psc 1315 and hp laserjet 1010, 

always have a problem printing to printer if somehow printing process
get trouble,
step:
1. like print 3 pages, then when print to second pages, maybe have a paper jam
2. cancel the document in print queue
3. the printer will have a red sign mark (in the print manager) that
meant if the printer is stopped state
(checked with web cups admin: must "Start Printer" then printer run okay again)

now, how I can restart the printer automaticaly when having the problem??
right now I just tell the user to edit printer (entering
redhat-config-printer->edit->then click apply)
or maybe the printer should not in stop state in the first place and
it's kernel related problem or cups problem?
