I don't know the history on how kde-redhat decided shipping a samba
package, but you can read the changes in the changelog:

* Sat Jul 16 2005 Rex Dieter 3.0.14a-2.1.kde
- own /usr/lib/libsmbclient.so.*
- fix/remove unowned /usr/sbin/samba (symlink to /etc/rc.d/init.d/smb)

* Thu May 05 2005 Rex Dieter 3.0.14a-2.0.kde
- --with-shared-modules=idmap_rid (rh bug #156810)
- use -pie only if supported (ie, gcc >= 3.2.3)
- acl patch from Jeremy Allison

I've been running kde-redhat's samba w/o noticing any problems.
