Perhaps because it's not running?
Check as follows:
$ /sbin/service iiim status
It would appear it is running:
[root@localhost ~]# /sbin/service iiim status
iiimd (pid 2697) is running...
And yet when I try to install Japanese language support, it tells me that:
"The following packages can not be found on your system.
Installation cannot continue until they are installed.
Unlocatable Package: Required by:
iiimf-server ('iiimf-le-canna', '12.2', '4')
/user/bin/iiimf-le-tools ('iiimf-le-canna', '12.2', '4')
/usr/bin/iiimf-le-tools ('iiimf-le-canna', '12.2', '4')
(The last two are exactly the same.)
