device /dev/dsp can't be opened. (Permission denied)

I'm currently running my FC2 installation on a multi-boot pentium 3
with 4 linux, caldera's "dr-dos v7" And an almost never used win98se.

I wanted to experiment with having a very generic user account run
startx so that the default gui_settings didn't mess with my personal
"~/.*" files. While an "su $SpecifiedUsrAccount" would allow me to use
bash to access my personal settings with commands like "mozilla &"...

I use startx because I insist on being able to use "run level 3" access
before I decide when or if to go to "run level 5" with kde...

What I've found is that if I want to listen to my CD's then I'd better
run startx from my personal account or I'll get the /dev/dsp error
message (see subject) and find audio output being redirected to /dev/nul
<sigh>... So I used 'kdesu "konsole --ls"' to get a root permission
terminal shell, and used mc to peek at, and change the file ownership
from my personal user account to the generic one I wanted to use for a
while. 

Then I used logout to close down the xserver, and again ran startx.
(didn't work...)... So I did a powerdown command, and rebooted to a
clean "run level 3" environment. logged in as root, and again used 
mc to visually confirm that /dev/dsp's ownership had indeed been restored
to my personal user account. and again chown it to the generic account I
wanted to run the xserver from. then after logging out from root and
back into the generic account I again ran startx... 

Well for weeks the generic account stopped getting the error message,
but still didn't get any sound output to my speakers. 

Lately, I've again started to get the /dev/dsp error pop up message.


What I'd like to know is how to specify to the "kernel and/or gui
processes which user account or accounts should have the needed
permissions to get a working sound server on startx.
