you set preferred mailer..
Maybe slightly different wording as I am not using English Fedora
I'm using KDE. I don't have anything that looks like that. I even looked at
many things that didn't come close to looking like that.
In a Terminal type
kcontrol
the go to KDE-Components->Choose Components->Email program
There you can choose kmail as you peferred email program
