Have you tried system-config-printer?
He already tried printconf, which *is* system-config-printer:
$ ls -l /usr/sbin/system-config-printer
lrwxrwxrwx 1 root root 9 Jun 14 12:56 /usr/sbin/system-config-printer
-> printconf
