This means either the service is not running which should listen on port
5500 or a firewall like iptables rules are rejecting the attempt.

You have to start the Enterprise Management Console:
/opt/oracle/product/10.1.0/db_1/bin/emctl start dbconsole
You have to change the path, depending on where you installed Oracle.
