Then what's the point of groups?
They allow the _owner_ to grant a limited number of users more
rights to a file than the whole world gets. If group members
could chmod the file, what would be the point of the file owner?
I see your point and agree though if you can remove or overwrite the
file I don't see how chmod not performing is really going to help.
Though for read only files they will stay that way.
