I noticed this too, but forgot to bugzilla it. IIRC the FC4 packages
were missing the ".FC4" tag in the release, e.g. netpbm-10.27-4 instead
of netpbm-10.27-4.FC4, hence the FC4 package is "older" than
netpbm-10.27-4.FC3 and doesn't get upgraded. A quick scan through the
package lists for FC3+updates and FC4 should reveal the cases this
applies to.
