That's quite a long list, and I can guarantee you that you won't find
all that in any existing Wiki soultion. Sounds more like you're after a
good CMS (Mambo, Plone, choose your poison...) that will give you the
user/group access control you're after in a sort of front-end. Also it
should integrate well with:

* Mediawiki (http://wikipedia.sourceforge.net/) IMHO the best Wiki
solution out there. Does most of the Wiki related things you mention.
* Some sort of bugtracking software, perhaps Trac
(http://projects.edgewall.com/trac/) which provides an interface to
Subversion
* Some sort of project management solution - don't have any suggestion
here really but there are lots of options out there.

You're not going to find all that you're after in a single package
that's just "unpack a tarball, create a MySQL DB and you're good to go".
This will either require quite a lot of integration between existing
solutions (possibly some development), or you'll have to reduce your
spec.
