As explained in the fedora documentations, and many tips on pages you may find via google... all you need to do is to edit the repository source file, and add the repositories that you may want to use e.g. your local ones.
i think the filename for yum would be yum.conf, im not sure what your system-config-packages takes, cause i dont use that one, but i bet youll find out if you man system-config-packages or do a search through /etc dir.
