No (although JPackage apparently is the future of Java for Linux, at least Red Hat style). Just follow the instructions for setting up a build environment for the nosrc packages in the non-free section.

That site seems to be gone or off-line. Do you have a copy of rpm_environment?
That link and http://www.tuxfan.homeip.net:8080/hacks/rpm_environment.tar.gz work fine for me. Temporary problem?
The fedora-rpmdevtools idea is probably at least as good as my suggestions.
