Googling yum FAQ didn't help.
The "public.gpg.key" is not meant to be interpreted as literal text; it
represents the GPG key for the repository you are trying to use.
So for the default repos in FC3, you can do:
# rpm --import /usr/share/doc/fedora-release-*/RPM-GPG-KEY
Whoops, better make that:
# rpm --import /usr/share/doc/fedora-release-*/RPM-GPG-KEY*
