Compile Failure with fortune (missing recode.h)

Everyone,

I was trying to compile 'fortune' from Pascal Hakim's website, but the
could not do so.  Looks like fortune requires "recode.h" which was not
on my FC3 system.  

I have a RH 8.1 unit that came with fortune, and use the software to
post phrases on an electronic bulletin board.  I would like to move it
to FC3.  

Can anyone tell me why FC did not include it, or if anyone has a work
around for the missing recode.h?
