Only one way:

Edit /boot/grub/grub.conf

the line default= will tell you which entry
to boot as default.

However, once you've changed this into booting windows,
you can't change it back again in Windows unless you have
access to the keyboard on the machine :-(
This would require a reboot, and manually selecting
Linux.

lilo has a feature where you can select what entry
to boot the next time, thus overwriting the default
entry for the next boot only. Then one would set
lilo to boot Linux by default, and use the command

lilo -R windows

if the entry for windows in lilo.conf is called "windows".
The next time the machine is booted, windows will be started.
