The proper, standard place for the gub configuration is /boot/grub/menu.lst
Red Hat has done some tricky nonstandard stuff wrt this for some time, but on my freshly-installed FC systems it's in the proper place.
It is just a symlink to the original file in parallel with /etc/lilo.conf
