Yes, it is a public key. The name of the file does not matter and can be
freely chosen.

Edit ~/.gnupg/gpg.conf and activate both a keyserver and the option
"keyserver-options auto-key-retrieve". Then run "gpg --refresh-keys" to
get the current content from the keyserver for your public keyring.
