Maybe it's my lack of English, but is your sentence logical? "If I can
even allow sftp not disallow SSH, that will be the best." - allow sftp
and not disallow ssh => allow both sftp and ssh
I guess the intention is to allow ftp and sftp, but to disallow ssh.

Yes, and you imported that ddmkey.txt key file?
