Confused by YUM (repomd

Im confused.

Im trying (and now suceeding) to use YUM with a LOCAL repository.
It seems that the YUM distributed with Fedora3 wants to use the
new REPOMD description of the repository, but having looked at all
of the sources available at duke, I dont see ANY description of
how to generate this info.  Everything still refers to yum-arch
which generates the old /headers stuff.

Ive been able to backup to a version of yum that still uses the old
repository info, but where is the description of how to generate
the new stuff?  AND with what program?
