Since this seems to be a rare problem, I'm not sure I'd say that it is more sensitive in general. It does use a different kernel and initializes the hardware differently (and possibly in a different order) there are certainly differences and in this particular case FC3 seems to have a problem. Have you tried either a different NIC or moving the one you have to a different pci slot? I'd guess that for some reason you are missing the interrupt when a packet is received.
When I installed a differnt NIC, I placed it in a different PCI slot than the original NIC. The NIC that came with the PC is a 3COM 3c905C-TX/TX-M Tornado, at least that is what it says in the RHE3 Hardware browser. When I tested a different NIC in a differnt PCI slot, the NIC was an Intel Pro/100+ adapter.
