I need to turn off SElinux for a test Can i do this without a reboot ? if so , How?
Here are various ways to disable SELinux on FC3, as per the FAQ:

For those who did not follow the reference the short answer is you cannot.
setenforce 0
will turn off selinux for test purposes (as root). I need to use this feature for testing.
I relabel the system after using this feature though
setenforce 1
will re-enable SELinux
You don't reboot with this option.

It's lucky you're going so slowly, because you're going in the wrong direction.
