It probably did.
Apparently he hit ^C before it finished with /usr.
In that case, /var is probably intact,
but /usr is missing more than /usr/bin.

If the /var/lib/rpm directory and its files are still intact, then "rpm -V" should give a pretty accurate reckoning of what files are missing.
