MepsLinux very well may include a winmodem driver - I'm not familiar with their product.
Running from the live Mepis CD, the command lspci returns a list that includes:

I get the same thing with lspci in the installed Fedora system.
With the live Mepis CD and the modem working, the QUERY button in modem setup gives this:

Yes - it is a winmodem (aka soft modem)
ATI3: /dev/slamr0 modemap driver
slamr0 is the driver device from the SmartLink WinModem drivers. You can find these at http://www.smlink.com.

google for linux winmodem - there's a website that has drivers etc. It might be http://linmodems.org/ - I don't have one, someone else can probably direct you to the proper website.
If it works in Mepis then there is a good chance it will work in Fedora with the proper linmodem driver.
