Turns out after the upgrade the directory $HOME/.config/menus was empty. So, I copied the files located in a different home directory:
applications.menu server-settings.menu system-settings.menu preferences.menu start-here.menu
and then edited them to make sure they referred to existing files in /etc/xdg/menus/.
I then ran:
kbuildsycoca --noincremental
and the world is once again a happy place (well, a little less miserable).
