Try Nvu ... http://www.nvu.com/ ... I have played with it a bit and am trying it out as a free replacement for Dreamweaver.

For "Code Based" html editing I use bluefish
http://bluefish.openoffice.nl/  I've been satisfied with it.

No... as I recall its text based and not WYSIWYG. Quanta will do limited WYSIWYG, but its not very good at it yet.
