Your php file does not need to be in a CGI directory, it should be able to work anywhere on your webserver by default.
PHP "just works" if you install the correct RPMs, IIRC. You did install the Fedora distro packages for PHP, right? Because that is the way to go rather than installing PHP by hand from somewhere else.
yum install php
When you're set up right, you should have a file /etc/httpd/conf.d/php.conf which sorts out all the apache config for php.
Don't forget
service httpd restart
after making any changes or installing any httpd-related packages.
