These RPMs need this library before they can be upgraded.

But the apt-0.5.15cnc7-1.i386.rpm package provides this library itself, so it shouldn't be a problem.


I just downloaded:
http://download.fedora.redhat.com/pub/fedora/linux/extras/3/i386/apt-0.5.15cnc7-1.i386.rpm
http://download.fedora.redhat.com/pub/fedora/linux/extras/3/i386/apt-devel-0.5.15cnc7-1.i386.rpm

and installed them without problems using rpm -Uvh ...

Which version do you currently have?
$ rpm -qa 'apt*'
