Since FC2 was out, the kernel image is too large for a floppy. This is
asked at least a few times each month on this list. Searching the
archives would have provided an answer.
It's not Fedora that's the issue, it's the 2.6 kernel that's too big for
a floppy. That's why the release notes tell you that you need to boot
from CD, DVD, hard drive, network or USB flash drive.
