The .hdr (header) files are fetched for each repository you did configure for up2date. They are downloaded regardless of what you really have installed so far. They are used to evaluate dependencies of packages. You will find a lot of .hdr files in the up2date spool directory for RPMs which you do not have installed on your system actually. As the others already told you: you will have to install the php-pgsql RPM: up2date-nox -i php-pgsql.
